Help Vivo Y20 V2043 simlock , can change imei to fix?

if sim is locked then perhaps you can replace the sim itself
and if you are trying to say Network is Locked in another country then
I can't say I have never tried and seen or heard anyone changing imei to bypass network lock before.
but unlocking bootloader and updating to global version is possible to unlock network/country lock

OK this device seem to be have a custom operating system with few different security features which is designed for Government or any other organization
i have successfully fixed the same issue in Micromax Handset was working with only One JIO sim which was my misplaced by customer and He did research on internet and managed to perform Factory Reset in Which make it even more tuff for him to access because after Factory Reset He was stucked at Google Login page (FRP section) in Micromax Q440 Bharat 4 which was Distributed By Government of Chhattisgarh under Sanchar Kranti Yojana (SKY) scheme you may check thread below

and as usual I tried everything but all tools failed so then i tried some thing different Follow The Steps Mentioned Below
1.First check software and hardware version of your handset
and find similar market version firmware matching your device
2. You need to flash your device but before that remember
to take full firmware backup by using Read firmware option from cm2 or any other dongle
and if you cannot take firmware back up then
3.Do not flash preloader even after flashing is done
the same message may shows up because it also showed up in my case
Don't worry now skip all the options put any sim card and it will work.
