When I use vpn, the problem is solved, but the speed of downloading and running the software is very, very low, and this has caused us to not be able to use pramgafix software.
I also tested from the internet of 3 internet providers

Internet companies ask you to receive the IP server and give it to them to check and solve the problem.
I am from Iran and I talked to my colleagues who use software and they all have this problem

if you make secure connection use vpn it can recieved by our server
so this happen caused by unsecure connection from your internet provider
