need help regarding PTA Complaint Registration

I'm a shop keeper, doing mobile repairing hardware/software .. now a days PTA is blocking unregistered Phones, & as u know most of customers doesn't have any shipment proofs of those phones they have bought those phone from mobile markets, so we need an appropriate solution for this.. is there any method or service available for registering those phones? I've seen somewhere they are taking 1000 for each imei to register.. but i don;t know if they are trusted or not.. so i need a trusted service.. need your suggestions and opinions .
