iphone x ios 16.2restore activation data done but still locked

i have an iphone x ios 16.2 i made backup with success and all files are inside. but when i restored then made restore backup, tool shows done but phone still locked
what is the problem here and what should i do ?

have you look inside your backup files got files name ( Activation ) ?
