Hi,
Reset Privacy Lock without data loss working for vivo android 9 and below version as follow way:
1. Settings > More settings > Factory data reset > Restore all settings
2. Set new screen lock & security questions after phone reboot done
3. Go to Privacy lock menus and press "Forgot password"
4. Fill your security questions
5. Privacy lock remove done
