Flashing devices in EDL mode is possible using the Advanced Firmware Update procedure.
You have to connect the device in EDL mode to access this procedure, and for that you need a compatible loader file for the device.
For G991U Chimera can provide a loader file that is compatible up to bit 12/C.

However, we cannot provide firmwares outside what you can find in the Downloads tab of ChimeraTool, or on our website.

You can use the firmware extractor tool available in ChimeraTool's utilities tab to open up .tar files, however we don't know what your compressed .tar file contains, and how to convert its contents to .xml or .img to use in Advanced Firmware Update procedure.
