Hydra help repair imei mi a3 android 11

to needing to repair the imei of mi a3 with android 11, I tried to downgrade without solution, does anyone have any tips on how to do?
I deleted efs by twrp it doesn't even allow to record qcn

i have same problem wih Mi A3 Android 11 not allow read or write qcn and write imei ... olso can not downgrade ... will be dead
have any solution?
